What is the meaning of the Interim Critical Route that passes through the core of the Character Housing areas of Chelmer, Graceville, Sherwood and Corinda?

An interim critical route is used as a backup transport route for emergency vehicles should the main route be blocked.
Given that Honour Avenue and Oxley Road provide alternative paths for each route, then one has to question why narrow, winding backstreets through the special Westside Character Precinct would be utilised for an interim critical path.
Some of the implications for the interim critical route include potential upgrading of the road network, trimming of trees and removal/exclusion of any traffic calming devices.

 Is Council attempting to disguise this information? I have spent some little time attempting to read this map, without success. The overlining of the whole map makes it extremely hard to see anything of significance.
When faced with possible conspiracy, one has to take a deep breath and remember that it is probably a stuff-up, just really bad map design.
